Gujarat was the first state in India to launch its own solar policy in 2009. The state launched the Gujarat Solar Power Policy a year before the central government came out with one. This goes to show the amount of foresight shown by the state, and especially by the then Chief Minister of Gujarat, Shri. Narendra Modi.

Shri. Modi, who is today the Prime Minister of India, knew very early on that the present situation in the power sector was untenable. Coal and diesel are non-renewable resources that are fast depleting, which is why there was an urgent need for solar power, wind power and other renewable sources of energy. Also, Shri. Modi knew that Gujarat receives a lot of sunlight and has vast open spaces, which makes it an ideal location for building solar parks.

The first significant step taken in this direction was to launch India’s first solar plant at Charanaka in Patan district in North Gujarat. The Government of Gujarat invited 16 companies to participate in the solar park, for projects that contributed a total of 176 MW of power.

The capacity of the power plant was increased to 500 MW soon. 30,000 sq. meters of land per MW was allotted to Solar Thermal projects and 20,000 sq. meters per MW of land was allotted to PV projects.

The solar power plant was funded by the International Finance Corporation (IFC), the Infrastructure Development Finance Corporation (IDFC) and the Asian Development Bank (ADB). The Charanaka solar park was larger than the Golmud Solar Park of China in terms of photovoltaic solar capacity.

 The Gujarat Energy Development Agency (GEDA) and Gujarat Power Corporation Limited (GPCL) were prominently involved in the effort to make Gujarat self-sufficient in solar power. A canal-top 1 MW solar project was started on the Narmada, which has been hailed as the world’s first canal-top solar park. This was followed by a solar power plant at Chandrasan village near Mehsana, capable of generating 1.6 million units of power every year. Gujarat now produces 66% of India’s solar power.

 The most important thing that the Gujarat government did was to provide homeowners in Gujarat a number of subsidies and financial incentives to install solar PV systems on their rooftops. They also encouraged private participation in solar power, ensuring that private companies such as ANP Solar and many others played a major role in transforming the power situation in the state of Gujarat.

The costs were still too high, and it was only in the late 1970s, when Dr. Elliot Berman designed an affordable solar cell that slashed the prices by 80% that solar panels became commercially viable.

In 1972, the Institute of Energy Conversion was established for further research into photovoltaic cells, and in 1973 the first Solar PV-powered house called as “Solar One”, was built.

It was in the 1980s and 1990s that solar PV systems hit the mainstream, and an increasing number of houses and buildings were powered by solar energy. A solar powered airplane, Icare, flew over Germany in 1996.
